Short answer
Not as things stand. The main suspension track was discontinued in June 2026.
Where the proposals got to
- COM(2025) 982 final proposed suspending Article 45(3) until 2035 for EU-established producers only.
- Council negotiations were discontinued on 24 June 2026 after strong reservations from a large majority of member states.
- An ENVI committee vote on narrowing relief to micro and small enterprises was expected 1 October 2026 — after the deadline.
What that means
- The date holds. The obligations apply.
- Third-country producers, including GB and NI, were excluded from the relief in any case.
- Check the review date on this page — if you are reading it much later, confirm the position has not moved.
